Procurement & Sourcing

From specification to award to arrival, run to a standard that survives audit.

Overview

From specification to award to arrival, run to a standard that survives audit.

Procurement fails in predictable places. A specification loose enough to admit the wrong bidder. A market price nobody verified. A supplier whose ownership nobody checked. An award nobody can defend two years later when the audit arrives. We work at those points.

Avanto runs procurement as a technical discipline rather than an administrative one. We advise on a single sourcing decision, take an entire tender cycle off a client’s desk, or rebuild the institutional machinery itself: the manuals, the thresholds, the delegations and the trained people to operate them, so that the client no longer needs an external firm for that category at all.

01

Specification first

Most procurement risk is created before a tender is ever issued. We put the technical weight into the specification and the bill of quantities, where it decides who can credibly bid.

02

Verified, not assumed

Prices are checked against the local market. Suppliers are screened for financial standing, beneficial ownership and diversion risk. Goods are inspected before they load, not after they arrive.

03

Defensible on paper

Every stage produces the evaluation record, compliance matrix and audit trail that a funder, auditor or oversight body will eventually ask to see.

Standards

The rules this work is held to.

Technical defensibility means working to frameworks a third party already recognises. These are the ones that govern this practice.

  • Institutional and donor procurement rules
  • National public procurement legislation in our markets
  • INCOTERMS 2020 terms of delivery
  • Framework and call-off contracting structures
  • Bid, performance and advance payment securities
  • Beneficial ownership and sanctions screening
  • ISO 9001 quality management

Adjacent capability

Work in this practice most often runs into these.

Bring us the constraint, not just the request.

A tender that keeps attracting the wrong bidders, a pipeline nobody can see into, a finding that has to be answered. That is where this practice is most useful.
